Responsibilities
The primary responsibilities include: (a) supporting a large and growing procurement function that last year had approximately 100,000 transactions valued at over $200 million; (b) providing legal advice concerning the prime contract with the NNSA; and (c) providing legal services in support of new business initiatives through the complementary/Work for Others provisions of the prime contract.
In addition to procurement and prime contract responsibilities, this position offers an exciting opportunity to contribute to a project of national significance. The Y-12 National Security Complex is currently engaged in designing and building the Uranium Processing Facility (UPF), the largest construction project in the history of Y-12 since the completion of the Manhattan Project. The cost range for this project is upwards of $3.5 billion. When complete, UPF will be the nation's comprehensive uranium processing facility, capable of meeting current and future national security demands.
Requirements
This position is for an attorney experienced in government and commercial contracts. Candidate must have experience in federal government contract law. The ideal candidate will have 3-10+ years experience with federal government contracts, as well as some experience with commercial contracting, including construction contracts. Experience with DOE contracts and general business law issues is preferred, but not required. Some experience in environmental, safety, employment, or labor law is also desirable. Candidates should have excellent academic and employment credentials, be highly effective communicators (written and oral) and have well-developed counseling and negotiating skills. Candidates must have a JD and be able to be admitted to the Tennessee bar. The candidate selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. Ability to obtain and maintain a security clearance from the U.S. Department of Energy is required.

CHIEF LABORATORY COUNSEL
POSTION SUMMARY:
The Lawrence Berkeley National Laboratory (Berkeley Lab) is seeking a highly experienced attorney to serve as the Chief Laboratory Counsel. Berkeley Lab, operated by the University of California (UC) for the U.S. Department of Energy (DOE), conducts pioneering research across a wide range of scientific disciplines with key efforts in fundamental studies of the universe; quantitative biology; nanoscience; new energy systems and environmental solutions; and the use of integrated computing as a tool for discovery. It is organized into 14 scientific divisions and hosts four Department of Energy (DOE) national user facilities. Berkeley Lab holds the distinction of being the oldest of the DOE's National Laboratories.
Reporting jointly to the Berkeley Lab Director and to the UC General Counsel and Vice President for Legal Affairs, the Chief Laboratory Counsel manages the Office of Laboratory Counsel and serves as chief legal advisor to, and as a member of, Berkeley Lab's senior management team. The Chief Laboratory Counsel also is a member of the UC Office of General Counsel and ultimately represents the Regents of the University of California.
ESSENTIAL DUTIES:
- Responsible for advising Berkeley Lab's management on a broad range of legal matters, including:
- Employment, personnel and labor matters, including employee conduct, discipline, dismissal, layoff, discrimination, harassment, workers compensation, and disability issues
- Environmental, health and safety matters
- Adherence to requirements of the UC/DOE contract, and compliance with applicable laws, regulations, and UC/Berkley Lab policies and procedures
- Subcontracts for the procurement of goods and services, construction contracts, memorandums of understanding and other agreements, including intellectual property licenses
- Strategies and communications in response to public and/or community relations issues
- Response to subpoenas, legal inquiries and public records requests
- In consultation with Laboratory management, the General Counsel and DOE, retain and manage outside counsel hired to provide legal advice and representation on selected matters, including the prosecution, defense and settlement of lawsuits, claims, disputes and grievances
- Serve on various Laboratory committees as requested, including Investigations Workgroup for Whistleblower/Whistleblower Protection, Ethics and Compliance Risk, Conflict of Interest, Crisis Action Team, and Internal Audit
- Manage the Office of Laboratory Counsel, including supervision of one attorney; assure Office compliance with all applicable laws, regulations and University policies
- Apprise the General Counsel of all material developments at the Laboratory affecting the legal rights, obligations, opportunities and risks of the University and/or otherwise bearing on the representation of The Regents;
- Serve as the local liaison to the UC Office of Risk Services and provide counsel and advice to Laboratory management regarding insurance, indemnity and risk issues
- Keep informed of existing and emerging legislative issues, statutes, decisions, and regulations, and provide advice to Lab management on potential impacts to the organization
- Interaction and coordination with DOE and UC on selected legal matters as appropriate
ESSENTIAL QUALIFICATIONS:
- LLB/JD degree, admission to and member in good standing in the California Bar with admission to practice law, and at least 15 years of relevant experience after receiving law degree, including significant experience in employment law matters
- Demonstrated skills and experience in providing advice and counsel reflecting sound legal and professional judgment, in-depth knowledge and expertise
- Superior writing, analytical, communication, negotiation, advocacy, decision making, and client counseling skills
- Strong interpersonal and leadership skills, including flexibility, creativity, candor and integrity, and the proven ability to work collaboratively with others to achieve effective results
- Litigation experience, including working knowledge and expertise in alternative dispute resolution and mediation
- Proven ability to assess short-term and long-term legal and business challenges, identify opportunities for operational improvement, and to conceptualize and recommend strategies to accomplish business objectives.
- Established record of management and cost effective oversight of outside counsel retained to provide representation, advice and assistance on legal matters and issues
- Prior experience representing the interests of an organization through interactions with federal, state, and local agencies
DESIRED QUALIFICATIONS:
- Expertise and experience managing a legal counsel office in an organization that provides services to the federal government
- Experience working in an organization with a strong academic and/or research mission
- Prior interaction with and knowledge of the Department of Energy (DOE)
NOTES:
- This is an "at-will" position and serves at the discretion of the Laboratory Director and UC General Counsel and Vice President for Legal Affairs.

Position: Assistant Vice President

The University of Chicago has an outstanding opportunity for a new Assistant Vice President for National Laboratories. The University manages, co-manages and supports two preeminent Federally Funded Research and Development Centers where cutting edge science is ongoing to help address U.S. needs in energy, the environment and national security. As part of the Office of the Vice President for Research and for National Laboratories, reporting to the Associate VP for Program Development and for National Laboratories, this newly created position will serve as Board Secretary to the Managing and Operating Contractors for Argonne National Laboratory and Fermi National Accelerator Laboratory.
Responsibilities include working strategically and administratively with the Board members, university, contractor team member, and laboratory staff to plan and organize board meetings, design plan and implement procedures for scientific and operational lab reviews in keeping with the DOE contract provisions and be responsible for all formal communications for both Boards including bylaw interpretation, application, and possible revision. In addition, the selected candidate will assist with advocacy and outreach activities and facilitate the collaboration among the Labs, University, contractor team members and the U.S. Dept. of Energy.

A minimum 3 to 5 years experience staffing a nonprofit or corp. board or board committees at a senior level is required. (At least seven years relevant experience will be considered in lieu of the masters-level degree requirement).
Five years experience as board secretary is preferred including service to DOE contractors, university, corporate and/or a national advisory board exclusively or in combination (later preferred).
Three years experience managing direct staff is required with single and multiple program National Laboratory governance and operations experience preferred.

The successful candidate must have a J.D. or L.L.B. degree from an ABA accredited law school and be a member in good standing of a bar of a State, a Territory of the United States, or the District of Columbia.
